The World Health Organization (WHO) conducted a high-level virtual preparatory webinar titled Indigenous Leadership for Health on April 16, 2026. This session served as a critical consultative milestone ahead of the 25th Session of the United Nations Permanent Forum on Indigenous Issues (UNPFII), scheduled to take place later this year. The primary objective of the webinar was to synthesize indigenous perspectives and leadership strategies to inform the final drafting of the Global Plan of Action on the Health of Indigenous Peoples.

The development of this Global Plan of Action follows the mandate established by the 76th World Health Assembly in May 2023 through Resolution WHA76.16. That resolution requested the WHO Director-General to develop a comprehensive plan in consultation with indigenous peoples, Member States, and relevant UN agencies. During the April 16 proceedings, WHO officials emphasized that the plan aims to address the disproportionate burden of disease and lower life expectancy observed among the estimated 476 million indigenous individuals globally. The webinar focused on ensuring that the final document reflects the diverse needs of indigenous communities across the seven socio-cultural regions recognized by the UN.

Dr. Tedros Adhanom Ghebreyesus, Director-General of the WHO, opened the session by highlighting the necessity of indigenous-led health interventions. He was joined by representatives from the UNPFII Secretariat and indigenous health experts who advocated for the integration of traditional medicine into national health systems and the protection of indigenous data sovereignty. The webinar featured technical discussions on how to implement the plan across varying geopolitical landscapes, ensuring that health policies respect the right to self-determination as outlined in the UN Declaration on the Rights of Indigenous Peoples (UNDRIP).

Geopolitically, the webinar reflects a growing international consensus on the need to rectify historical health disparities through formal institutional frameworks. The 25th Session of the UNPFII in 2026 marks a quarter-century of the forum's role as a high-level advisory body to the Economic and Social Council (ECOSOC). By aligning the WHO’s technical expertise with the UNPFII’s political mandate, the webinar sought to bridge the gap between global health standards and local indigenous practices. This alignment is viewed as essential for achieving the health-related targets of the 2030 Agenda for Sustainable Development.

Participants also reviewed progress on Sustainable Development Goal 3, which focuses on good health and well-being. Data presented during the session indicated that in many regions, indigenous populations continue to face a life expectancy gap of up to 20 years compared to non-indigenous counterparts. The Global Plan of Action is expected to be formally presented for adoption at the 79th World Health Assembly in 2026. The April 16 webinar concluded with a commitment to incorporate the day’s recommendations into the draft document, which will undergo further review by Member States during the upcoming UNPFII session in New York.
